The 2026 FIFA World Cup is set to be the biggest in history — 48 teams, 104 matches, 16 host cities across USA, Canada, and Mexico. But alongside the expanded format, IFAB (the International Football Association Board) has also approved a set of landmark rule changes at its 140th Annual General Meeting in Hensol, Wales. Here's everything you need to know.
Time-Wasting Crackdown
5-Second Countdown for Throw-ins & Goal Kicks
If a throw-in or goal kick is being delayed, the referee will now initiate a visible 5-second countdown. Fail to restart within time on a throw-in and you surrender possession. On a goal kick, the opposition is awarded a corner instead.
10 Seconds to Leave the Pitch When Substituted
Once signalled, the outgoing player has just 10 seconds to exit the pitch. If they fail, the incoming substitute must wait on the touchline until after one full minute of play — leaving their team temporarily with 10 men. This rule directly targets the deliberate time-wasting that has plagued top-level football for years.
Injured Players Must Wait 1 Minute Before Returning
Any player who receives on-field medical treatment must leave the pitch and wait at least one full minute of running clock before returning. The only exception: if the injury was caused by a foul deserving a card, the player may return sooner.
Discipline & Behaviour
Only the Captain Can Speak to the Referee
Any outfield player — other than the captain — who approaches or protests a referee decision risks an automatic yellow card. This rule aims to eliminate the mob-style pressure on officials that has long been a blight on the game.
Mouth-Covering = Immediate Red Card
A player who covers their mouth with their jersey or hands while in dispute with an opponent can be immediately sent off at the referee's discretion. The rule is designed to hold players accountable for abusive or bigoted language on the pitch.
Walk-Off Protest = Immediate Red Card
If a player leaves the pitch as a form of protest against a referee's decision, they receive an immediate red card. No warnings, no discussion — the act itself is the dismissal.
Goalkeeper Rule Update
8-Second Ball Hold Limit — Corner Awarded if Breached
Goalkeepers still have an 8-second limit on holding the ball, but the penalty has been upgraded: previously a breach resulted in an indirect free kick; now it results in a corner kick for the opposition — a far more significant deterrent.
Advantage Rule Update
Under the new rule, if a referee plays advantage after a foul and a goal directly results, the fouling player will no longer automatically receive a yellow card. Referees now have discretion to waive the booking — rewarding good instinctive refereeing.
VAR Expansion
VAR's scope has been expanded to cover three new scenarios: (1) clearly incorrect second yellow cards, (2) mistaken identity — where the card was shown to the wrong player — and (3) clearly incorrectly awarded corner kicks, provided the review can be completed without causing significant delay.
