How World Cup Referees Are Selected: The Elite Officiating System Behind 104 Matches

The referee is the most scrutinised figure at every World Cup — praised when invisible, vilified when visible. But behind every whistle, every card, and every VAR review is a system of selection, training, and preparation that is more rigorous and sophisticated than most fans appreciate. Here is how FIFA selects and deploys the world's best officials for the 2026 tournament.

The Selection Process

FIFA selects World Cup referees through a year-long evaluation process conducted by the Referees Committee of the FIFA Council. Candidates are assessed on: technical officiating quality (decision accuracy in domestic and international matches), physical fitness (referees must meet demanding fitness standards including sprint times and endurance benchmarks), psychological resilience (assessed through high-pressure scenario testing), and English language proficiency. For the 2026 World Cup, FIFA selected 36 referees, 69 assistant referees, and 24 Video Match Officials from across all six confederations.

The Fitness Test

World Cup referees must be among the fittest non-players in the sport. The FIFA fitness test requires referees to cover 10 kilometres during a match at a high-intensity level, including repeated high-speed sprints to keep up with play at the elite level. The average top-level referee runs 10-12 kilometres per match — comparable to an outfield player's match load. In the 2026 tournament's tropical and subtropical host city climates, heat management is an additional physical challenge for officials.

The Training Camp

All selected 2026 World Cup referees attended a mandatory pre-tournament training camp in the United States, where they were immersed in FIFA's officiating protocols, VAR procedures, IFAB rule interpretations for the new 2026 rules, and scenario-based training using footage from recent international matches. The camp also included sessions on cultural awareness, media management, and psychological preparation for officiating in front of 90,000-capacity crowds.

How Match Assignments Work

FIFA's Referees Committee assigns officials to matches using a combination of performance evaluations from previous tournament matches, nationality (referees cannot officiate matches involving their own nation or teams from their confederation in the knockout rounds), and rotation management to ensure officials are adequately rested between high-intensity assignments. Referees do not know their assignments more than 48 hours in advance — a deliberate policy to prevent any external pressure or influence.

The VAR Officials

The 2026 World Cup will deploy 24 Video Match Officials — referees specifically trained in VAR protocols who operate from the centralised Video Operations Centre during matches. These officials work in real time to identify clear and obvious errors across all four reviewable categories, communicating with the on-field referee via headset. Their decisions are among the most consequential in the tournament — and among the least publicly acknowledged. They are the hidden architecture of modern World Cup officiating.
