Microsoft, Adobe and Major IT Firms Blocked From Key Green-Card Program
The Trump administration suspended Microsoft, Adobe, Cognizant, Infosys, Tata Consultancy Services, Wipro, HCL and Capgemini from the federal Permanent Labor Certification program, known as PERM.
What PERM is
PERM is a critical first step for many employer-sponsored green cards. Companies must certify that qualified U.S. workers are unavailable for a position before sponsoring a foreign employee for permanent residency.
What did not change
The move does not suspend the H-1B visa program, so affected employees can keep their temporary work visas where otherwise eligible. It does, however, significantly complicate their path to permanent residency.
The arguments
Vice President JD Vance framed the step as part of an effort to protect American technology workers, pointing to layoffs at companies that continue sponsoring foreign employees. Critics argue that limiting long-term residency could make the United States less attractive to international engineers and researchers just as Washington wants to lead in AI and semiconductors.
