The referee is football's most scrutinised figure — and at the 2026 FIFA World Cup, with billions of viewers watching every decision in high definition, understanding what each call means is essential to enjoying the game. Here is the complete referee's guide for the 2026 World Cup.

Yellow and Red Cards

A yellow card is a formal caution — shown for fouls, dissent, time-wasting, unsporting behaviour, or entering/leaving the pitch without permission. At the 2026 World Cup, two yellow cards in the same match result in a red card and immediate dismissal. A direct red card — for violent conduct, serious foul play, denying an obvious goal-scoring opportunity, or extreme dissent — results in immediate dismissal without a prior yellow. New in 2026: covering the mouth during an on-pitch dispute can result in an immediate red card. Walking off the pitch in protest of a referee's decision is also an immediate red card.

Free Kicks: Direct vs Indirect

A direct free kick can be shot directly at goal — awarded for physical fouls (pushing, holding, kicking, tripping) and handball. An indirect free kick must touch another player before entering the goal — awarded for dangerous play, obstruction, goalkeeper offences, or technical infringements. At the 2026 World Cup, the 5-second countdown rule for throw-ins and goal kicks creates a new type of indirect restart situation when the countdown expires — the throw-in switches possession, the goal kick becomes a corner.

The Offside Rule Simplified

A player is offside if any part of their body that can legally score a goal (head, torso, or legs) is closer to the opponent's goal line than both the ball and the second-to-last defender at the moment the ball is played to them. The offside rule applies only when the player is involved in active play — receiving the ball, interfering with an opponent, or gaining an advantage.
